STADIUM VISITOR REGULATIONS
§ 1 General Provisions
1. These Stadium Visitor Regulations are issued by FK VIAGEM Ústí nad Labem a.s. (hereinafter also referred to as the ‘organiser’), which sets out the basic binding rules of conduct for all visitors to the stadium in Ústí nad Labem, also known as the Municipal Stadium (hereinafter also referred to as the “Arena” or “stadium”), who enter its premises and use its facilities.
2. The purpose of the Visitor Regulations is, in particular, to ensure the protection and safety of health and property and to maintain order at the stadium, as well as to ensure, as far as possible, ideal conditions for the conduct of all events to be held at the Arena. The aim of the stadium’s visitor regulations is also to ensure a pleasant sporting and social atmosphere at the stadium. By purchasing a ticket and/or entering any event organised at the Arena, each visitor confirms that they have fully and properly familiarised themselves with these visitor regulations, that they have fully understood them, agrees to them – that is, to their content and all the conditions set out therein, undertakes to respect and comply with them, and considers them to be fully binding upon themselves; in particular, they expressly agree to their obligation to pay any contractual penalty within the meaning of Section 6(3) of these Rules.
§ 2 The Arena (Stadium)
1. The Arena is primarily intended for the public to watch football matches, and FK VIAGEM Ústí nad Labem a.s. shall decide on the manner of its use and operation.
2. Members of the public may only enter the Arena premises with the consent of FK VIAGEM Ústí nad Labem a.s., exclusively during the times specified in these Visiting Rules or, in exceptional cases, as otherwise decided by the stadium owner, and only in compliance with the conditions set out in these Visiting Rules.
3. These visitor regulations are also binding on all persons who will use the Arena for their own events on the basis of a special contract concluded for a specific purpose, as well as on the guests of such persons.
4. In addition to the Arena owner, the event organiser or security service is also authorised to monitor compliance with and observance of these visitor regulations; where applicable, the Czech Police or the Municipal Police may also do so within the scope of their statutory powers.
§ 3 Presence in the Arena (Stadium)
1. Only persons carrying a valid ticket or other document authorising entry, or persons who can prove their authorisation to be present in the stadium by other means, may be present in the Arena. Every person inside the Arena is obliged, upon request by the organisers or security staff, as well as the Czech Police or the Municipal Police, to prove their authorisation to be present by presenting a valid ticket or authorising document. Anyone unable to prove their authorisation to be present in the Arena will be escorted from the premises. Upon leaving the Arena, the ticket ceases to be valid; the same applies to season ticket holders with regard to their authorisation to attend the event on a specific match day.
2. The Arena is open to the public from at least one hour before the start of an event until one hour after the end of the event, unless otherwise specified by the Arena’s owner for organisational reasons.
3. Visitors are required to occupy only the seat specified on their ticket for the event in question. Fans and supporters of the visiting team must remain only in the sector designated by the Arena owner for supporters of the visiting team and must comply with the organisational instructions of the event organisers or security staff, or, where applicable, officers of the Czech Police or the Municipal Police.
4. In justified cases, the organiser is entitled to unilaterally stipulate that tickets for certain parts of the stadium may only be purchased, or entry permitted, subject to the fulfilment of conditions announced in advance (e.g. based on club affiliation, or admission without external club identification, etc.).
5. For safety reasons and to avert danger, visitors are obliged, upon instruction from the organiser’s and security services as well as the Czech Police or the Municipal Police, to take seats other than those specified on their ticket, including, where necessary, in a different sector. The same applies to visitors arriving after the start of the event.
6. Persons who are clearly under the influence of alcohol or other intoxicating substances, as well as persons who pose a threat to the safety of people or property within the Arena, shall lose their right to remain in the Arena and may be escorted from the Arena premises at any time by the organisers or security staff, or, where applicable, by officers of the Czech Police or the Municipal Police, at any time.
§ 4 Admission checks
1. Upon entering the Arena, every visitor is obliged to present their ticket or other valid admission document to the organisers’ or security staff without being asked, and to hand it over for inspection upon request whilst in the Arena. Upon request by security or event staff, visitors are obliged to prove their identity by presenting their identity card or other form of identification upon entering the Arena and at any time whilst inside the Arena. Anyone unable to prove their identity may be escorted from the Arena or, where appropriate, refused entry to the Arena.
2. Members of the event organisers’ or security staff, as well as the Czech Police and the Municipal Police, are authorised to carry out – upon entry to the Arena, and in justified cases at any time whilst visitors are in the Arena, to carry out checks and searches of persons aimed at ensuring compliance with the ban on bringing in items as set out in these visitor regulations or at minimising security risks for the event in question. The obligation to undergo a search also applies to luggage brought in and allows for the inspection of individual items brought in.
3. It is prohibited to bring into the Arena premises any items that could in any way endanger the safety of persons or property within the Arena premises. The organising or security staff are authorised, on behalf of FK VIAGEM Ústí nad Labem a.s., to decide on the prohibition of bringing such items into the Arena, or, in individual cases, a person authorised by FK VIAGEM Ústí nad Labem a.s..
4. Persons who cannot prove their authorisation to visit or enter the Arena, or persons who pose a security risk within the meaning of these visitor regulations, will not be permitted to enter the Arena. The organiser reserves the right to refuse entry to the Arena to persons who have been banned in the Czech Republic – whether by public authorities or by organisers of similar events – from attending an organised event due to their disruptive behaviour at similar events. The organiser also reserves the right to refuse entry to the Arena to persons who have been banned by other clubs from entering their stadiums. Persons who are refused entry to the Arena are not entitled to a refund of their admission fee.
§ 5 Conduct within the Arena
1. Every visitor to the Arena is obliged to behave within the Arena premises in such a way so that their actions do not endanger the safety of other persons or their property, nor the Arena’s facilities, and so that their behaviour does not restrict or inconvenience other persons beyond what is reasonable given the circumstances arising from the event currently taking place in the Arena.
2. Visitors are obliged to comply with the regulations and instructions of the organisers or security staff, as well as those of the Czech Police, the Municipal Police, the fire service, the emergency services and the public address announcer.
3. Visitors to the Arena are obliged, whilst on the Arena premises, to respect the generally binding rules of decent behaviour and good manners, i.e. above all politeness and consideration, and are obliged to refrain from any manifestations of interpersonal, racial, religious or political intolerance and expressions thereof. In the event of a breach of or failure to comply with this provision, a visitor engaging in the behaviour described above may be immediately removed from the Arena premises without prior warning.
4. All entrances and exits, as well as escape routes from the Arena, must remain unobstructed at all times, and every visitor to the Arena is obliged to conduct themselves accordingly.
5. Any person entering the Arena consents, without further notice, to the free capture and use of their image or likeness as part of any video recording, broadcast or reproduction of a sporting event for commercial or promotional purposes, as part of the coverage of the whole or part of the sporting event in connection with FK VIAGEM Ústí nad Labem a.s. and its contractual partners.
§ 6 Prohibitions
1. Stadium visitors are prohibited from bringing the following items, or other items of a similar nature or purpose, into the Arena:
a/ racist, defamatory, vulgar or immoral propaganda material, as well as any stickers.
b/ weapons of any kind, as well as all objects that can be used as cutting, striking or stabbing weapons,
c/ aerosols, corrosive, flammable and dyeing substances, or other containers holding substances harmful to health,
d/ bottles, glasses/cups, jugs, tins or other items made of breakable, shatter-prone or exceptionally hard material,
e/ bulky items such as ladders, stools, chairs, boxes or suitcases,
f/ fireworks/rockets, flares, smoke bombs and other pyrotechnic articles, including the relevant ignition devices,
g/ poles for flags or banners,
h/ mechanically powered instruments that cause noise,
i/ alcoholic drinks and drugs of any kind,
j/ animals,
k/ laser pointers,
l/ suitcases, large bags, rucksacks or
m/ cameras, video cameras and other equipment intended for professional audio or video recording, unless expressly authorised by the Arena owner.
2. Visitors are also prohibited from:
a/ utter, disseminate or publicly display slogans or images that are racist, defamatory, vulgar or contrary to public decency,
b/ climbing or scaling structures and equipment not intended for general use, in particular façades, fences, walls, pitch barriers, barriers, lighting equipment, camera stands, trees, poles of any kind and roofs,
c/ enter areas not permitted to visitors (e.g. the playing area, internal areas, officials’ rooms),
d/ to throw objects or liquids of any kind onto the playing area or into visitor areas,
e/ to start fires, or to light or set off fireworks or flares,
f/ damage the Arena’s facilities and equipment,
g/ to sell tickets or any merchandise promoting the FK VIAGEM Ústí nad Labem a.s. club or the Arena without authorisation,
h/ to write on, stick stickers onto or paint structures, equipment or pathways,
i/ relieve oneself outside the toilets or litter the Arena in any other way, in particular by discarding items,
j/ to drive on paths and surfaces without special permission,
k/ to make audio or video recordings in any way using modern technology, either within the Arena or during the event,
l/ to cover advertising hoardings located in the stadium with banners, flags or by any other means,
m/ to breach any ban on entry to the Arena,
n/ smoking is strictly prohibited in all sectors. Should this prohibition be breached, the visitor may be cautioned by the organising staff and subsequently escorted from the premises,
o/ to cover one’s face with a scarf, balaclava or similar item with the aim of hindering or preventing identification upon entry to the stadium and throughout the stadium premises.
3. Anyone who breaches any of the above prohibitions or restrictions, including any attempt to breach Section 6, Article 1(a) and/or (2) of these visitor regulations, is obliged, for each such individual breach of duty, pay FK VIAGEM Ústí nad Labem a.s. a contractual penalty of at least 1,000 Kč and no more than 50,000 Kč; the contractual penalty is payable upon demand by FK VIAGEM Ústí nad Labem a.s., within 5 days of receipt of the demand for payment; the contractual penalty is proportionate to the circumstances and the significance of the obligations in question. In addition to the above-mentioned contractual penalty, FK VIAGEM Ústí nad Labem a.s. is entitled to claim from anyone who breaches the above-mentioned prohibitions and restrictions compensation for any damage caused as a result of the prohibited conduct, in full (the provisions of Section 2050 of Act No. 89/2012 Coll., the Civil Code, shall not apply) and the surrender of the item by which the damage was caused or the defective condition brought about. Furthermore, FK VIAGEM Ústí nad Labem a.s. is also entitled to prohibit any person who breaches the provisions of these visitor regulations, or the prohibitions or restrictions set out above, to prohibit entry to the Arena for a specified period or, depending on the seriousness of the offence, permanently, in the interests of ensuring safety and order at sporting events held at the stadium.
§ 7 Sales and Advertising
Commercial activities, the distribution or sale of newspapers, magazines, printed matter and advertising leaflets, as well as the storage of items inside the Arena, are permitted only with the express written consent of FK VIAGEM Ústí nad Labem a.s.
§ 8 Organiser’s Rights/Supervision
The right to act as organiser is vested in an authorised representative of FK VIAGEM Ústí nad Labem a.s. and, during events, also in the organiser’s and security services, as well as the Czech Police and the Municipal Police.
Powers of the Organising Service: For the purpose of ensuring the safety of persons and property and maintaining public order at the stadium, the organising and security service is authorised, in particular, to:
- check tickets and other documents authorising entry,
- to ask visitors to produce proof of identity,
- to carry out checks on persons and their luggage,
- issue binding instructions to ensure safety and the orderly movement of people,
- to refuse entry to the stadium or to remove from the stadium any persons breaching the visitor regulations,
- ensure that prohibited items are confiscated or secured,
- define the security measures necessary to protect persons and property.
§ 9 Liability for damage
1. Every visitor enters the Arena premises and uses the Arena facilities at their own risk. FK VIAGEM Ústí nad Labem a.s. shall only be liable for personal injury and damage to property caused by the wilful or grossly negligent conduct of its employees or persons in a similar dependent capacity.
2. Visitors are obliged to report any injuries or damage to FK VIAGEM Ústí nad Labem a.s. without delay.
§ 10 Breaches of the Regulations
1. Persons who breach the provisions of the Visitors’ Regulations may be removed from the Arena without compensation and subject to a ban on entry to the Arena. The same applies to persons who are clearly under the influence of alcohol or other intoxicating substances. Should there be suspicion of a criminal offence or other misdemeanour, a criminal complaint may be lodged. A person holding a season ticket who breaches the provisions of the Visitor Regulations may have their season ticket invalidated, and such a person may be subject to a ban on entering the Arena. Persons who are banned from entering the Arena due to a breach of the Visitor Regulations and who breach this ban shall be liable to a contractual penalty of between a minimum of Kč 1,000 and a maximum of Kč 50,000.
2. Conduct contrary to the provisions of Section 6, Article 1 and/or 2 of the Visitor Regulations shall, within the meaning of Section 6, Article 3, be subject to a contractual penalty of at least Kč 1,000 and at most Kč 50,000.
3. The measures set out in paragraph 1 of this section preclude any claims (e.g. for a refund of the admission fee) against FK VIAGEM Ústí nad Labem a.s. or the organiser of the event in question.
4. The organiser’s rights remain unaffected.
§ 11 Protection of Personal Data
1. Visitors acknowledge that the entire Arena premises are monitored by CCTV cameras and that photographs, video and audio recordings of them may be taken at any time whilst they are in the Arena.
2. Visitors acknowledge that FK VIAGEM Ústí nad Labem a.s., as well as the Football Association of the Czech Republic (“FAČR”) and the League Football Association (“LFA”), may, as data controllers, process the personal data of every visitor, even without the data subject’s consent, where this is necessary to protect the rights and legally protected interests of the data controller, the recipient or any other data subject. The purpose of processing personal data is to ensure the safety of persons and property at stadiums, and to prevent access to stadiums by persons who breach the stadium regulations or commit unlawful acts whilst at the stadiums. To this end, controllers may also transfer such personal data to other parties, in particular to other football clubs in the Czech Republic.
3. The personal data that may be processed includes the following: first name, surname, date of birth, residential address, identity document number, photographs, video and audio recordings, a description of conduct deemed to be in breach of the visitor regulations or unlawful, and details of measures taken and penalties imposed.
4. Any visitor who discovers or believes that the controller or processor is processing their personal data in a manner that contravenes the protection of the data subject’s private and personal life or is contrary to the law, may request an explanation from the controller or processor or demand that the controller or processor remedy the situation. In particular, this may involve blocking, rectifying, supplementing or erasing personal data.
5. Personal data may be transferred to other controllers for the aforementioned purpose, in particular to the Football Association of the Czech Republic, the League Football Association and other football clubs, to the extent and in the manner permitted by the laws of the Czech Republic.
§ 12 Entry into force
These Arena Visitor Regulations shall come into force on 1 February 2026.
